Zero Fleet Review

ASI is undertaking a review of the Government of Rwanda's Zero Fleet policy. This policy allowed the government to auction off the majority of its vehicles, replacing them with a subsidized loan and allowance scheme for civil servants, administered on a sliding scale of seniority. This policy began in 2005 and has been running for just over two years. The review is likely to lead to a refinement of the scheme.
