ASI was engaged by the World Bank to develop a regulatory framework for the privatised railway sector in Kenya.  The review of regulatory and legislative framework incorporated other utility sectors (ports, aviation, road transport, electricity, water and telecoms,) to ascertain whether an appropriate framework might be a multi-sector regulator.
 
In addition to determining the MSR potential in Kenya, ASI was required to design an interim regulatory framework for the Railways sector should the preferred regulatory arrangement be a multi-sector regulator.  As part of this work, ASI also conducted a thorough review of the experience of rail regulation throughout Africa and other regions, drawing on other experience in regulation railways in a PSP environment.
