Tax administration reform
ASI has been engaged in a long-term contract to lead the provision of tax reform technical assistance in Afghanistan. The project involves technical and project management co-ordination of all tax technical assistance in Afghanistan, and is focusing on combining capacity building of the General Presidency of Revenues (GPR), with overseeing tax administration and tax policy/revenue forecasting and analysis on a day-to-day basis. The project covers a wide range of issues, including reforming and consolidating tax policy and law; recruiting and training tax officials in everything from revenue analysis to dealing with correspondence; and using taxpayer education to inform the taxpaying public about changes to the tax regime. An underlying theme in the reforms is the implementation of modern, international best practices that can be applied effectively in Afghanistan's unique environment. Key activities include: day-to-day advice on policy formulation and administration; long-term institution building for policy and administration; training and capacity building of revenue staff; and legal reform. ASI supports the Revenue Department both at headquarters in Kabul and throughout the country in numerous provincial offices.
