Support to the Privatisation Programme in Orissa

The project consisted of three main components:
 

  1. The provision of technical assistance to the Department of Public Enterprises in the implementation of phase 1 of its privatisation programme;
  2. The training and counselling of 3000 workers retrenched as part of the enterprise reform programme;
  3. The disbursement and monitoring of the first tranche of redundancy payments to workers.

 
Main tasks carried out under this project were:

  • Advising and assisting the Department of Public Enterprises in overall strategy formulation and taking forward the public enterprise reform programme
  • Providing advice on transactions
  • Advising and assisting in the formulation of redundancy packages for workers
  • Providing training to the Department of Public Enterprises
  • Providing advice on industry-specific issues such as latest industry trends and post-privatisation regulation so as to maximise the economic and social benefits of reform
  • Assisting in the formulation and implementation the social safety-net schemes
  • Assessing the social impact of privatisation and associated enterprise reforms
  • Assisting with the hiring of various sub-contractors for undertaking specialist tasks
