Strengthening National and Provincial Budgets

In December 2007 ASI began the design and implementation of a three year £7.2 million project providing support to the Afghanistan Ministry of Finance's Budget Department, Fiscal Policy Unit, Treasury Department and Aid Coordination Unit. It will also provide a pool of technical assistance to the Ministry of Finance, provinces and line ministries in support of improved budgeting and the rolling out of programme budgeting across Afghanistan. The project also includes a significant amount of funds to provide public financial management training to Afghan government officials. Full implementation of the project started in April 2008, and to date ASI has provided TA in economic modeling and fiscal forecasting, evaluations of treasury functions, PEFA review, developing the budget statement, designing of project evaluation templates, and the rollout of programme budgeting in key line ministries.
