Strengthening the Basis for Civil Service Reform
We made a series of recommendations on strengthening the legislative basis for the UAE Civil Service as a means to introduce a range of reforms to the recruitment, grading, pay and promotion systems. At the centre of these reforms was a determination on the part of government to introduce performance related pay and other measures to further boost the performance of civil servants in a public administration that already has a reputation for getting things done and acting as a catalyst for the transformation of the Emirates.
Our team supported the UAE government in drafting a civil service law and decentralisation plan for the civil service and made recommendations for establishing a modern and decentralised civil service system based on performance targets and linked to the federation's financial management system. The new system is the only decentralised civil service system in the Middle East and North African region and it was developed based on a detailed benchmark studies that were developed by ASI during the project.
