State enterprise reform strategy

ASI worked closely with the Iraqi Ministry of Industry and Minerals to develop an SOE reform program for Iraq.   One of the key issues addressed was overstaffing of SOEs and the particular attention that needs to be paid to labor redeployment. ASI consultants helped set up an inter-ministerial working group who met regularly to discuss SOE reform issues and formed strong relationships with Iraqi counterparts.  ASI also facilitated the drafting of an Iraqi industrial and SOE reform strategy by the Ministry.
