Roadmap for civil service transformation

Country: AfghanistanASI designed a programme of support to transform and renew the Civil Service to improve its competence, efficiency and effectiveness in developing and implementing policies to meet the country’s development objectives. The work was based on the following pillars:
- A civil service law which defines the Civil Service and the role of civil servants, establishes the fundamental principles governing the activities of an ethical, politically impartial and accountable Civil Service, and establishes the institutional arrangements for managing the Civil Service;
- A code setting out the roles and responsibilities of Ministers for policy-making, and for managing their interactions with civil servants;
- Institutional structures which are aligned to Government’s overall functions and administrative systems that enable work to be done efficiently and effectively;
- HR management systems to ensure the meritorious recruitment and promotion of skilled and well-motivated staff who are held to account for their performance; and
- Institutional arrangements to ensure that Civil Service management policies are implemented and kept up-to-date.
