Review of utility regulation in the 14 countries of CARICOM

Service type: Infrastructure reform
Region: Americas
Country: CARICOM

ASI carried out a review of utility regulation in the member countries of the Caribbean Community and produced a recommended strategy to strengthen telecommunications, electricity and water regulatory capability and policy in CARICOM countries with an action plan for implementing such a strategy.

The project involved work in Jamaica, Belize, Barbados, Dominica, Trinidad & Tobago, Guyana, Antigua, St. Lucia and Anguilla to review regulatory arrangements and advise on policy reforms in each of these countries. A critical product of this work was a plan for the creation of a regional regulatory entity, in which some of the smaller Caribbean countries will combine to share expertise in what would be the first multi-country, multi-sector regulatory body.
