Review of the Policy and Performance of the Telecommunications Regulatory Authority (TRA)

For the telecommunications regulator of Oman ASI reviewed the performance of the TRA and the sector. The performance review included an appraisal of the regulator’s activities over a 5 year period against international best practice with respect to governance, independence, transparency, and the effectiveness of its policies and actions. The sector performance included a review and evaluation of policies, laws, and market outcomes. The ASI team developed options for the policy, legal and regulatory frameworks, identified targets for the sector and established the roles, responsibilities and liabilities of the stakeholders, including other agencies that may be involved in consumer protection or dispute resolution. ASI also identified targets and performance measures for the TRA and presented these at a consultative workshop for stakeholders.
