Reform of cabinet procedures
ASI analysed the capacity of the General People’s Committee (cabinet) to act as the pivotal point for strategic decision-making and developed measures that would strengthen that capacity. We produced proposals that would enhance the capacity of the Secretariat to the General People’s Committee (Cabinet Secretariat) to, inter alia:
· Advise the Chairman of the General People’s Committee (Prime Minister) on the merits of proposals submitted to the Committee for approval;
· Liaise with government institutions to ensure that policy proposals have been properly prepared, and have been subject to full consultation and rigorous scrutiny;
· Follow up on the Committee’s decisions and report back on their implementation;
· Supervise and coordinate all communications planning, in particular to ensure that communications considerations (perception management) are integrated into all policy-making considerations from the start.
We set out revised policy development processes in line with international good practice, including common procedures and templates to ensure that it is followed. We designed a standard format for policy submissions, including adequate treatment of policy options and costs, and produced guidelines setting out how the processes should be implemented.
