Public sector reform model programme

ASI created a model for civil service reform in Croatia by devising a pilot reform programme in two of the country's twenty counties, which utilised a range of public administration reform techniques. The project started with business analysis of the various branch offices of ministries in the counties - roles, structure, size and organisation - and reviewed their interfaces with parent ministries, other ministries and local government. ASI explored ways to help the Government of Croatia create a reformed, rationalised, professional, flexible and transparent civil service. The reform plan was publicised through a workshop hosted by the Prime Minister as well as other means.
