Public administration reform

In Bulgaria, ASI worked with the Deputy Prime Minister, the Head of Government Administration and the Council of Ministers to design new budget controls for Ministries; reform of the role of the administrative heads of the ministrie and design a new system of linking budgets to actual performance outputs. A key recommendation to strengthen accountability and ownership by civil servants was to include First Secretaries in new ‘Sub-Committees of the Council of Ministers’.
