Procedures to remove opportunities for corruption

The company registration office in Ecuador was extremely corrupt. Registering a company involved 23 different steps, many involving contact with officials who had discretionary powers. ASI's reform programme reduced these to 5 non-discretionary steps, greatly aiding all those who wished to establish small businesses in Ecuador, and removing a vehicle for corruption.
