Privatisation of State Enterprises in Andhra Pradesh

Country: IndiaASI implemented a project to build a successful enterprise reform unit that privatised 54 State-owned Enterprise (SOE) units in India's first successful privatisation programme.
ASI provided technical assistance aiming to reduce the state's fiscal burden by embarking on the reform of 87 state owned enterprises and cooperatives. The privatisation program ended up raising US$100 million in sales revenues with a total positive fiscal impact of $300 million. ASI was responsible for setting up the autonomous body charged with the implementation of the reforms, and establishing the Social Safety Net Programme (SSNP), designed to mitigate the negative labour impacts of the reforms.
ASI's carried out following tasks:
- Formulating an overall privatisation/public enterprise reform strategy
- Strengthening the institutional framework for privatisation and enterprise reform
- Organisation development, capacity building and training for the Implementation Secretariat's staff
- Procuring equipment and managing sub-contracted firms of Indian experts
- Advising on industry specific issues such as latest industrial trends, post-privatisation regulation and structuring of privatisation according to industry needs
- Assisting the Government in carrying out the privatisation/restructuring/closure transactions
