Private sector development

ASI's private sector development (PSD) capability is focused on the closely related areas of investment climate improvement, creating an enabling environment for market and business development and pro-poor growth.  We have a deep understanding of the policy, institutional, legal and regulatory barriers faced by private sector businesses in developing and transitional economies.  We have significant expertise in working with government and the private sector to improve the processes, procedures, policies and regulations that affect an investor's start-up, location, operations and exit.  Moreover we have the "political savvy" and a deep understanding of how to work with and in government to bring about systemic change.

Our approach to addressing obstacles to PSD is built around a process of diagnostic review of the dimensions that comprise market systems-the core market, institutions, services and infrastructure-combined with the ability to deliver remedial measures in relation to:

  • PSD policy review, formulation and implementation
  • Legal and regulatory reform
  • Administrative barriers to investment
  • Business licensing reform
  • Public-private dialogue (PPD)
  • Supporting private sector associations
  • Investment promotion
  • Strategy formulation and sector strategies
  • Application of the Making Markets Work for the Poor (M4P) framework
  • Organisational development and capacity building
  • Competition policy, law and dispute resolution
