Police service reform
Also in Iraq ASI assisted the government to design and implement a process to reduce the Iraq Police Service (IPS) by 30,000. The IPS payroll showed between 118,000 and 124,000 names with many thought to be ghosts, retirement eligible or absent. ASI helped establish the Qualifications Committee (QC) to develop standard qualification requirements and provide career alternatives for persons not meeting the requirements. ASI assisted the QC to examine strategies including identifying ghost and non-productive workers, determining essential personnel, examining relocation options within government, training, and small business assistance.
The QC selected a severance payment accompanied by referrals for job placement and business counselling. ASI helped to devise criteria for the existing force and new hires, and to implement a data gathering exercise which eliminated ghosts. We helped design a communication programme to explain the process to government and the police force. ASI assisted in the successful implementation of the force reduction programme.
