Paliamentary oversight of defence and security

ASI is working to strengthen Parliamentary oversight of the Sudan People's Liberation Army (SPLA). Specifically we are seeking to strengthen the Parliamentary Security and Defence Committee's oversight role as well as that of Parliament as a whole, increasing the knowledge of the Committee Members regarding their roles. Specific project activities include: a) seminars and training sessions to increase understanding of how other countries reconcile party discipline and oversight functions; how to broach issues of confidentiality when dealing with the security establishment; rules and procedures for summoning and questioning Government officials; b) provision of basic documentation on security issues that relates both to internal and external experiences; c) expert advice on to how read policy statements; understand security budgets; assess progress on reform programmes; interrogate Government representatives on policy issues; etc.

We are also support development of civil society capacity to engage effectively on defence and security issues. We are working with a variety of actors over the medium to long term to build their literacy on these issues,  including media, academia and relevant CSOs.
