Output based budgeting

ASI advised the Bulgarian government on the development of new budget controls for Ministries, changes to the role of the Administrative Heads of the Ministries (the ‘First Secretaries’), a new system of linking budgets to actual performance outputs (entailing for the first time, proper measurement of outputs).
