Municipal utilities and revenue reform

Service type: Decentralisation
Country: South Africa

ASI worked with municipalities to co-ordinate the rationalisation of electricity distribution including significant consideration of the impact on municipal revenues. The assistance is provided in the context of the government's plans to rationalise the hundreds of municipality owned electricity distributors into six distributors. Traditionally electricity distribution has been a significant source of revenues for municipalities and the new arrangements have to provide both equitable and efficient electricity provision.
