Municipal agency reform

ASI designed and implemented of a successful municipal agency reform program for the city of Varna. This involved commercialisation of municipally owned entities including the ‘Palace of Culture’, a road maintenance company and a newspaper. The second phase of this project involved the development of a comprehensive program for contracting out municipal services to the private sector.
