ASI advised on the creation of an effective legislative and regulatory structure for utility regulation, focusing on the institutional framework, methods of tariff regulation, regulatory procedures and subsidy issues.
 
The project involved:

  • Advising on the institutional framework, including the costs, benefits and feasibility of establishing one regulatory body on Turks & Caicos for all utilities, vis-à-vis separate regulatory bodies for each utility sector or other solutions.
  • Comparing tariffs and regulatory procedures with other similar jurisdictions, advising on which rates would be fair and what method of regulation would be best.
  • Examining the subsidy position on certain islands and making appropriate recommendations.
