Justice Sector Development and Reform

ASI is currently managing the European Commission's flagship multi-workstream Justice Sector Reform Project. The project provides several forms of assistance to the three primary justice institutions: the Supreme Court and court system, the Attorney General's Office and the Ministry of Justice.

First, through embedded advisers, the project supports the design and implementation of organisational reforms, builds capacity in human resource management, and strengthens budget planning and execution to enable the justice institutions to complete the government-wide Priority Reform and Restructuring process supervised by the Civil Service Commission.

Second, the project is the lead technical adviser to the Ministry of Justice on the design and establishment of a new national system of Legal Aid. In this role is has worked with the MoJ to draft a legal aid Policy Document, detailed Regulations, a Code of Conduct and carry out a comprehensive Needs Assessment, including in the provinces, and to present and discuss the policies with a wide range of stakeholders, including the several NGO's already providing legal representation in Afghanistan.

Third, the project played a central role in the drafting of the National Justice Programme which will guide and coordinate all development projects within the sector for the next five years.
