Introducing a new currency
Stabilisation of the Afghan economy was critically dependent on replacement of the old, largely worthless and extensively forged Afghan banknotes with a new reliable currency. The currency exchange was a huge logistical and communications task. Some 20-26 million people were to be given a few weeks in which to exchange their life's savings for new currency thereafter their old money would become worthless. They live in an often impassable, bandit-ridden country the size of France, where transportation is limited. A large majority are illiterate and newspapers and TVs are largely absent.
ASI consultants with specialist knowledge of communication techniques in Afghanistan designed and helped the Government implement a comprehensive communications campaign which reached even the furthest corners of the country. The campaign was highly effective. Independent research showed that in significant and remote parts of the country, weeks before the currency exchange was ready to start, about 90% of the population was familiar with basic details of the policy. The exchange was carried out smoothly and the economy was immeasurably strengthened to the benefit of all Afghans.
