Human resource management

Human Resource management and development is an essential component of effective reform of civil services worldwide. Ineffective human resource management leads to an under motivated body of officials and inappropriate incentives for reform. Human Resource management and Human Resource Development are central components of the majority of technical assistance projects we have designed and implemented since the beginning of the 1990s.  Our work in this area has included:

  • designing and supporting implementation of human resource management systems, including the development of organisation and country-specific human resource policies;
  • managing personnel information through the use of everything from basic paper systems to complex HR management information systems using complex ICT;
  • designing and implementing systems and procedures for recruitment and selection;
  • training, developing and appraising staff, including trainers; and
  • designing and implementing pay and grading reforms.
