Guidelines for establishing agencies and regulators

ASI provided support to the Federal Ministry of Finance of the Government of the United Arab Emirates in conducting a review of the governance of federal level state-owned organisations including agencies, regulators, funds and government institutes.  The objective of the project was to identify the process by which each organisation had been established, its relationship with emirate-level organisations with similar mandates and its reporting lines to its parent Ministry and the Ministry of Finance.  The project also involved drafting guidelines for the establishment of future state-owned organisations.
