Fiduciary Risk Assessments and PEFA assessment
ASI undertook two Fiduciary Risk Assessments (FRA) and a Public Expenditure and Financial Accountability (PEFA) Assessment of the provincial government's public financial management systems and the budget cycle. The PEFA and one of the FRAs were for the whole of the provincial government, while the other focussed specifically on the health sector. The outputs will be used to enable DFID (and other donors) to tailor its development spending and technical assistance to the capacities of KPK systems.
In addition to conducting the PEFA (an evidence-based, Government of Khyber Pakhtunkhwa document), the ASI consultants helped develop strong ownership and support for its conclusions at political and senior administrative levels. A key result of this was that the Government was able to articulate a detailed integrated public financial management reform agenda to DFID and other donors, with assistance under the ASI contract.
