Development of a Wholesale Network Regulation Architecture for the Communications Regulator

For the Independent Communication Authority of South Africa (ICASA) ASI proposed the scopes and main contents of each wholesale network regulation so that the regulations fit together in a coherent and modular manner without overlap, so that consistency can be maintained within an overall and planned architecture. The wholesale network regulations covered: interconnection regulations (S38); CPS regulations (S42); facilities leasing regulations (S44); essential facilities regulations; numbering (S68); and number portability (S68).
