As part of ASI's project to support the political transition that followed the settlement between President Kibaki and the new Prime Minister Raila Odinga, ASI worked define, clarify and then support the Prime Minister in his role as the leader of the house. ASI worked to support the development of policy functions both in the PMO and in support of parliamentary bodies and from September 2008 worked extensively with Parliament on the preparation of the budget for 2009 and the supporting political and policy programme that underpinned it.
