ASI helped support the development of an NGO dedicated to supporting public service transformation and higher service standards. Citizens Allied for Public Service Excellence (CAPSE)  is a large national umbrella citizens' group comprised chiefly of mass membership organizations whose members are heavy users of public services, and which supports public service transformation through media, petitions and other activities. ASI helped the leaders of the NGO in designing the structure of the organisation, recruiting organisations to its membership and in rolling out a programme of activities.
