Development of the legal framework for large scale privatisation

ASI assisted the State Property Committee to initiate the privatisation of large enterprises by competitive and transparent means, in order to help create a more flexible, more competitive and more responsive private sector led economy.
The project focused on:

• Assisting the SPC to articulate the goals, policies and principles of large enterprise privatisation in Azerbaijan.
• Identifying ‘best practice' in the conduct of tenders and analysing gaps between current policy and legislation.
• Assisting in the development of the 1999-2000 Privatisation Programme and ensuring that it is unambiguous and provides a sound framework for subsidiary legislation on large enterprise privatisation.
• Developing criteria for determining how enterprises will be categorised within the Privatisation Programme and hence which enterprises will be subject to mandatory privatisation.
• Assisting the SPC in developing regulations for the appointment and use of independent privatisation advisors.
