Development of the legal framework for large scale privatisation

Country: AzerbaijanASI assisted the State Property Committee to initiate the privatisation of large enterprises by competitive and transparent means, in order to help create a more flexible, more competitive and more responsive private sector led economy.
The project focused on:
- Assisting the SPC to articulate the goals, policies and principles of large enterprise privatisation in Azerbaijan.
- Identifying ‘best practice' in the conduct of tenders and analysing gaps between current policy and legislation.
- Assisting in the development of the 1999-2000 Privatisation Programme and ensuring that it is unambiguous and provides a sound framework for subsidiary legislation on large enterprise privatisation.
- Developing criteria for determining how enterprises will be categorised within the Privatisation Programme and hence which enterprises will be subject to mandatory privatisation.
- Assisting the SPC in developing regulations for the appointment and use of independent privatisation advisors.
