ASI developed proposals for the implementation of deregulation policy in Russia and the Ukraine. The particular objective of the work was to identify politically viable strategies and institutions to manage them, as well as means of utilising donor inputs in pursuit of the strategies.
We conducted more than 100 interviews with local and expatriate businessmen, officials, reformist politicians, economists and donor agency personnel and established links between excessive regulation, bureaucratic corruption, organised crime and stunted SME development. Assessed key remedies worldwide and made recommendations.
