Decentralisation of water sector institutions

ASI prepared a case study for reform of Iraq’s water and sewage sector based on the need to decentralise control from the central Ministry of Municipalities and Public Works to sub-national tiers of government.  The case study was conducted to determine the scope for reforming delivery mechanisms in the sector.  This included a review of institutional and ownership arrangements, identification and evaluation of alternative decentralisation models and assessment of local government capacity to introduce and manage new institutional and sector structures.
