Contracting out and user charges in OECD countries

ASI conducted a survey of the extent and results of corporatisation and user charges in OECD countries and in particular the feasibility of monitoring the development of these policies.
 
The report found that there would be substantial difficulties in collecting information on user charges , given severe definitional problems as well as an almost total absence of centrally collected information.  Such monitoring would be feasible unless huge resources were employed. However it would be considerably easier to gain information on contracting out, which would be feasible.
