ASI worked with the Ministry of Finance and Industry in the United Arab Emirates to draft a new civil service law and decentralisation plan for the civil service in UAE.The existing civil service structure is highly centralised and the commission for civil service controls the management of the civil service. This system inhibits innovation and creativity and acts as a constraint on the development of the public sector in UAE. ASI recommended establishing a modern and decentralised civil service system based on performance targets and linked to the financial management system in the Federation. The new system is the only decentralised civil service system in the Middle East and North African region and it was developed based on detailed benchmark studies developed by ASI during the project.
