Civil service reform

ASI is implementing a three year Rwanda Civil Service Reform project.  This project is the third phase of a programme to strengthen the government’s institutional capacity to deliver the poverty reduction strategy (now the Economic Development and Poverty Reduction Strategy, EDPRS) and contribute to maintaining social and political stability. Central to this are the project’s primary outputs:

  • an institutional framework for a more effective civil service fully established and operational;
  • civil service restructuring (reconversion) including having a plan formulated, agreed and implemented;
  • management systems and capacities to effectively manage the civil service established and delivering desired outcomes; and
  • enhanced accountability and responsiveness of the civil service to its clients.

The current work stream includes functional reviews of all ministries, high public institutions and agencies; district capacity needs assessment towards the full implementation of the decentralisation plans; public sector management policy development and dissemination; and support to the reconversion task force and the integrated personnel and performance information system (IPPIS).
