Civil Service Capacity Building
ASI is currently implementing a DFID financed project to support the development of the Liberian civil service. Our team of advisers is working closely with the Civil Service Agency (CSA), Liberia Institute of Public Administration (CSA) and the Government Reform Commission (GRC) to improve the civil service's contribution to governance and service provision. During the three month inception period, ASI developed a detailed implementation plan to address the institutional and infrastructural capacity needs of the clients in consultation with all the key stakeholders. In developing strategies to build the long term capacity and strengthen coordination between the three agencies, our technical support has also sought to deliver ‘immediate impact' support such as ongoing basic training to staff and communication material on the reform process.
Specific areas of support include:
- implementation of an integrated HRMIS System for the Liberian Civil Service;
- development of a comprehensive Civil Service Reform Strategy;
- provide in-country and overseas training and capacity building opportunities for senior civil servants; and
- build institutional capacity within the three client agencies to manage the civil service reform process.
