ASI is providing the TA support to GoAP for the programme DISA programme. Key areas of focus for ASI are:   

        i.      Designing Human Resource Management policy- HR planning, Cadres, services and post classification, Appointments, Career Progression & Seniority , Performance management, Training & Development, Conduct & Discipline, Grievances, Legislation, Institutional arrangements.

      ii.      Professional support to MLAs - Design and handholding support to a pilot programme of providing professional support to MLAs. First of its kind in the country, MBA/Development graduates will be attached to the office of the MLAs and provide analytical and technical backstopping support. Presently a pilot is being implemented in 3 constituencies. GoAP intends to extend this facility to all 294 MLAs in the State.

    iii.      Support to Strategy & Performance Innovation Units(SPIUs)- Provide extensive strategic and capacity building support to the SPIUs.  SPIUs are analogous to the Reform Support Units (RSUs) proposed to be set up in candidate government departments in Bihar under BGARP.

     iv.      Outcome-based budgeting in Health and School Education

      v.      Capacity building in Risk Management - ASI in collaboration with National Institute of Securities Management is helping to build capacities of senior and middle management

    vi.      Reforms in procurement - strengthening the bid process and vendor management system and develop a procurement MIS

  vii.      Design and development of appropriate M&E and Grievances Redressal systems in select departments
